<p>Sharon G. Ridley, MSW, LCSW is the Executive Director for the Office of Small and Disadvantaged Business Utilization (OSDBU) at the U.S. Department of Veterans Affairs (VA). She is responsible for oversight of programs that promote small business participation in VA procurements, with special emphasis on Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses.</p>
<p>
Prior to her position with OSDBU, Ms. Ridley served as the Executive Director, Network Support, leading initiatives to advance Secretary of Veterans Affairs priorities. Reporting directly to the Deputy Under Secretary for Health for Operations and
Management of the largest integrated health care system in the nation ($70B budget, 1250 sites of care, and more than 300,000 employees). In this role she provided health care operations guidance and information on strategic initiatives to regional leadership including 18 Veterans Integrated Service Network (VISN) directors and 172 medical center directors.
</p>
<p>
Ms. Ridley previously served for 6 years as Chief Operating Officer in the VHA Procurement and Logistics Office, providing primary support to the chief officer, whose responsibilities included leadership and oversight to approximately 2,800 contracting and logistics professionals. She supervised a staff of 27 and provided oversight for budget and fiscal responsibilities (in excess of $308M), human resources, the Chicago-based Data Collection and Extraction Program, and many other management functions.
</p>
<p>
Past VA experiences included serving as a Health System Specialist in the Office of the Deputy Under Secretary for Health for Operations and Management; as the Administrative Officer for the Geriatric Rehabilitative and Extended Care Center at VA Pacific Islands Health Care System, where she provided a broad range of administrative functions including consultation, support, resolution of staffing issues, and oversight and approval of the budget; as the Business Operations Manager for the VHA Employee Education System; an assignment in VA’s National Cemetery Administration headquarters; and as a psychiatric social worker at VA Loma Linda Healthcare System.
</p>
<p>
Before joining VA, Ms. Ridley served as Director, U.S. Navy Family Service Center, Sasebo, Japan. She provided a broad range of community services for a population of approximately 6,000 military service members and their families. Ms. Ridley directed programs for a multi-service organization, which included 13 core technical programs.
</p>
<p>
Ms. Ridley is a proven leader with a broad range of successful work experiences with Veterans, military members, civilians and contractors, across the country and internationally. She has over 22 years of experience leading clinical and administrative programs, both internal and external to the Federal government, at the national level and in the field.
</p>
<p>
She earned a Bachelor of Science degree in Social Work from Tuskegee University and a Master of Science degree in Social Work from Clark Atlanta University. She is licensed by the Florida Clinical Board of Social Work Examiners and is also a graduate of the Federal Executive Institute.
</p>

Ms. Kimberly Osborne was selected to serve as the Deputy Executive Director of the Department of Veterans Affairs (VA) Office of Small and Disadvantaged Business Utilization (OSDBU) in May 2021. The experience she brings to bear ensures timely and efficient customer service. Ms. Osborne implements the Secretary’s four guiding principles of Advocacy, Access, Outcomes and Excellence through her oversight of VA small business programs.
</p>
<p>
Before coming to OSDBU, Ms. Osborne worked at the VA Board of Veterans’ Appeals (Board) where she applied her talents to an array of roles during her 26 years of service. As Deputy Vice Chairman, Ms. Osborne was an active member of the Board’s Senior Executive management team. 
In this role, she directly supervised hundreds of Veterans Law Judges, attorneys and professional administrative staff in issuing quality and timely Board decisions.
</p>
<p>
In 2006, Ms. Osborne was appointed by VA Secretary Jim Nicholson as a Veterans Law Judge, with the approval of President George W. Bush. Ms. Osborne’s responsibilities included presiding over hearings and independently reviewing, and issuing, appellate decisions for the Secretary of VA. As a Chief Veteran’s Law Judge in 2008, she managed a team of approximately 50 attorneys and judges in deciding appeals.
</p>
<p>
Ms. Osborne’s motivational leadership style is a blend of optimism and excellence, and this ethic permeates her ability to build highly productive teams which enhance the lives of Veterans. She is a proud recipient of the 2019 “Gears of Government Award,” which she received from VA Secretary Robert L. Wilkie. Her dedication to working with Veterans is rooted in gratitude for the sacrifices Veterans make. Ms. Osborne’s commitment to serving others defines her work at VA. Away from professional pursuits, she enjoys spending time with her husband of 28 years, her family and friends, as well as spending time volunteering at her church.

Ms. Osborne is an active member of the Virginia State Bar. She earned her bachelor’s degree from the University of Maryland Baltimore County, and later attained a Juris Doctor from Wake Forest University School of Law.

<p>Michael D. Parrish was appointed Chief Acquisition Officer and Principal Executive Director for the Office of Acquisition, Logistics and Construction (OALC) on March 1, 2021. He serves as senior most advisor to the Secretary, providing policy and oversight for the Department’s acquisition activities. He leads VA’s 17,000 acquisition professionals and is responsible for the procurement budget of $40 billion as well as the administration and oversight of approximately $100 billion in major programs. Additionally, he manages VA’s $22 billion major construction and leasing program to support the largest integrated health care system in the United States, providing care at 1,255 health care facilities to over 9 million Veterans enrolled in the VA health care program.</p>

<p>Mr. Parrish has over 37 years of senior leadership experience in military, government, corporate, and non-profit organizations. Prior to joining the Department of Veterans Affairs, he served as Professor of Practice/Senior Advisor of Systems Engineering at the United States Military Academy at West Point. Mr. Parrish has been Chairman & CEO of several publicly traded companies and was founder and CEO for multiple Service-Disabled Veteran-Owned Businesses. Additionally, he held executive leadership positions for several General Electric (GE) companies where he served as General Manager for global logistics and services for GE’s Water business, and as Managing Director for GE Capital specializing in ecommerce, six sigma, and productivity of several GE’s equipment management groups.</p>

<p>A retired Colonel, Mr. Parrish served for 14 years on active duty and 21 years in the U.S. Army Reserves as a Senior Army Aviator and Army Acquisition Corps Officer, serving as an Air Operations Officer during Desert Storm. He graduated from the United States Military Academy in 1985 and holds a Master’s Degree in Aeronautical and Astronautical Engineering from Stanford University as well as an MBA with Honors from the Wharton School at the University of Pennsylvania. He is also a graduate of The Air War College and is DAWIA Level III certified in Program Management. Mr. Parrish is the past President of the West Point Society of Philadelphia and has served on the advisory boards of the American Society for Engineering Management, Delaware Valley Industrial Resources Center, USO of Southeast Pennsylvania/New Jersey and the United States Military Academy at West Point.</p>

<p>Mr. Maletta assumed his current duties as the VHA Executive Director of Acquisitions in February 2023.  He oversees over 3000 acquisition and support staff across the United States supporting the entire VHA healthcare system.  He manages an operating budget of over $450 million and is responsible for contracting oversight of the largest integrated healthcare network in the United States.  Previously, Mr. Maletta served as the Executive Director for VHA’s Regional Procurement Office (RPO) East from February 2016. In this role he supported and led over 950 people in 7 Network Contracting Offices and the RPO East regional contracting staff.  His emphasis for developing contracting professionals is to focus their learned craft in a way that maximizes customer service for our VAMCs and VISNs.  </p>

<p> Prior to taking the RPO East position in the VA, he was the Director of Contracting for the Naval Reactors Laboratory Field Office and responsible for cradle-to-grave contracting and subcontract oversight for an annual “spend” of approximately $3 billion annually including the consolidated Management and Operations contract for the Bettis Atomic Power Laboratory, the Knolls Atomic Power Laboratory, and their associated sites.  Mr. Maletta’s previous experience also includes service as the Field Representative for the Director, Naval Nuclear Propulsion for business oversight of nuclear component contracting and the naval nuclear industrial base.  He also served in the U.S. Navy’s Supply Corps as the Director of the Naval Reactors Material Office in Mechanicsburg, PA and served as an enlisted nuclear propulsion plant operator on the USS City of Corpus Christi (SSN-705) where he received his submarine warfare pin and was awarded a NROTC scholarship by the Chief of Naval Education and Training.   He is FAC-C Level III certified in Contracting.  </p>

As Executive Director, Service Area Office (SAO) West, Sacramento, CA, Mr. Jordan, in this capacity as the Head of Contracting Activity (HCA), leads over 700 contracting professionals located in 21 western states and US territories (from Texas, north to Montana, west to the Philippines). He oversees the obligation of $3 billion and the award of 44 thousand contracts annually. He manages the full range of procurement vehicles, policies, procedures, and operations for five (5) Veterans Integrated Service Networks (VISNs) and six (6) Network Contracting Offices (NCOs) in support of our nation’s Veterans. He also leads a higher headquarters staff of 20 professionals responsible for the operational execution, oversight, compliance, direction and support to all procurement organizations within the SAO West region. Mr. Jordan ensures operational effectiveness of all procurement and contract management activities and compliance with all regulations, policies and Standard Operating Procedures (SOPs). Additionally, he directs standardization of organization structure, processes, procedures, terminology, performance measurement, and customer satisfaction across NCOs in the region.

<p>
Mr. Jordan is a seasoned senior management professional with proven experience leading acquisition strategy, business and facility operations, program management, supply chain operations and process improvements in healthcare supplies, equipment, services and highly-technical contracts to also include construction and leasing requirements at over 450 sites of care within the western region. Mr. Jordan is certified in the Federal Acquisition Certification, Level III (Contracting), the Acquisition Professional Development Program, Level I (Life Cycle Logistics), and the Acquisition Professional Development Program, Level I (Program Management).

Phillip Christy currently serves at the Principal Deputy Assistant Secretary level and is a member of the Senior Executive Service since 2016.  Mr. Christy serves as an advisor to the Department’s Chief Acquisition Officer on acquisition, logistics, and construction issues. He provides executive Leadership to OALC’s three major organizational elements: The Office of Acquisition and Logistics, The Office of Procurement, Acquisition and Logistics and The Office of Construction and Facilities Management.  Additionally, Mr. Christy leads OALC’s Organizational and Operational Strategy, Modernization efforts, Department Level Category Management, and Strategic contract execution and oversight.  </p>
<p>
Mr. Christy is a retired U.S. Army Medical Service Corps Officer, and he served in multiple senior acquisition, construction, and logistics positions during his active duty and Federal career. Mr. Christy also holds professional status as a Fellow of the American College of Healthcare Executives (FACHE), Certified Federal Contracts Manager (CFCM), Certified Materials and Resource Professional (CMRP), and as a Project Management Professional (PMP). Additionally, Mr. Christy holds Defense Acquisition Workforce Improvement Act Level III Certifications in Program Management and Contracting

Mr. Chandler responsible for all acquisition, facilities design and construction, information technology, and human resources for the National Cemetery Administration.  In this role, he oversees an organization of 140 employees, over $300 million in annual acquisitions, and construction projects worth several hundred million dollars.
</p>
<p>
Since joining the NCA he has helped deliver seven new cemeteries and has prioritized the implementation of Strategic Sourcing to improve acquisition efficiency and reduce costs.  He takes pride in NCA achieving the highest customer satisfaction score in North America and having some of the highest employee satisfaction scores in government.
</p>
<p>
Previously, he was the Chief Financial Officer for the Office of Information & Technology.  In that role, he was responsible for linking the budgeting process with IT programs and orchestration, formulation, and advocacy of approximately $4.5 billion annually and $20 billion in multi-year budget requests.  He also oversaw OIT’s real property, facility management, and construction programs encompassing 1.2 million square feet of VA owned or leased space for over 9,000 OIT employees and contractors.  He directed broad OIT transformation efforts driving organizational performance through transition acceleration, change management, and employee engagement action planning.

Prior to joining the VA, Mr. Chandler spent 17 years in various leadership positions throughout the Departments of Justice and Homeland Security.

Mr. Chandler is a Veteran of the United States Army Reserve where he served in the 443rd Civil Affairs Battalion from 1990 – 1998, including service in Operation Joint Endeavor.

Jason Fragoso serves as Trial Attorney for the Department of Veterans Affairs (VA), Office of General Counsel (OGC), Procurement Law Group (PrLG).  PrLG provides legal support to several contracting activities within VA, including (but not limited to) the Strategic Acquisition Center, National Acquisition Center, Technology Acquisition Center, Veterans Benefits Administration, National Cemeteries Administration.  PrLG attorneys advise VA contracting activities and programmatic officials at all stages of the procurement process and represent the agency in litigation pending before the Civilian Board of Contract Appeals, Government Accountability Office and other administrative tribunals as necessary.  They also assist or second chair in matters pending before the federal courts (e.g., US Court of Federal Claims).

Mr. Fragoso specializes in and is responsible for providing and overseeing legal representation of VA in contract disputes, bid protests and civil fraud matters.  As a senior level trial attorney, Mr. Fragoso oversees contract litigation work performed by colleagues and delivers training and mentorship.  Mr. Fragoso also provides legal advice in procurement actions directly supporting contracting officials, program officials and senior leaders.  Prior to his role in VA OGC Mr. Fragoso was a Presidential Management Fellow rotating through several federal contracting and real property contracting positions.  Mr. Fragoso is a former United States Marine and Veteran of Operation Iraqi Freedom.

    Arnold Russo was appointed the Associate Executive Director, Office of Acquisition Program Support (AED APS) on April 12, 2021.  Mr. Russo also serves as the Office of Acquisition Logistics (OAL’s) Chief Operating Officer (COO).

    Under his executive leadership, APS provides the full range of mission support services and operations for activities focused on Acquisition Workforce Professional Development and Credentialing, OAL Supply Fund Budget Management, Human Resources Liaison requirements, Business Transformation, Office of Acquisition Logistics & Construction (OALC) Facilities Management, Emergency Preparedness, and Continuity of Operations management.  As OAL’s COO, he is responsible for overseeing key management functions, business transformation efforts, performance management, day-to-day administrative and operational functions necessary to improve OAL’s organizational effectiveness as well as mission and goals achievement.

    Prior to joining OAL, Mr. Russo served in three different senior management roles in VA’s Corporate Senior Executive Management Office (CSEMO), most notably as the Deputy Director.

As Deputy Director, he oversaw three Directorates responsible for VA’s senior executive professional development; policy development and implementation; program management, and recruitment and budget operations.  Additionally, he ensured VA’s Senior Executive cadre were provided with the tools and resources necessary to successfully lead their respective organizations.

As CSEMO’s Director, Strategic Program Management and Support, he managed VA's executive talent management and succession planning; executive professional development, corporate communications, rotational assignments; and the Department’s executive coaching program.

As Deputy to the Director, Executive Performance Management (and Acting Director) he oversaw the Department’s Senior Executive Service (SES) and Senior Leader (SL) performance management systems to include coordinating the Performance Review Board (PRB) responsible for recommending performance ratings and senior leader honor awards to the VA Secretary.
</p>
<p>
    Mr. Russo spent 21 years in Veterans Benefits Administration (VBA) where he held several critical management and supervisory positions that improved the quality of life for tens of thousands of Veterans and their dependents.  
As VBA’s Chief of Procedures in Compensation Service, he supervised staff who managed highly visible (transformational initiative) programs such as the Benefits Delivery at Discharge (BDD) program and the Fully Developed Claim (FDC) pilot program.  In addition, he served as the Director of the Appeals Management Center (AMC) and led 125 staff that processed all Board of Veterans Appeals (BVA) remanded cases in one centralized location, which served as the blueprint for centralizing all remanded cases nationwide.
Prior to being appointed Director AMC, Mr. Russo served as the Compensation Service Division, Director of the Quality Assurance conducting quality reviews to ensure compliance with regulations, procedures, and Court precedent in the processing of benefit claims.  
Finally, Mr. Russo served as the Assistant Deputy Director of a Tiger Team that managed a 54 member staff who processed and adjudicated disability claims of Veterans (that were 70 years old or older) that were pending for one year or older.  This team’s success paved the way for the creation of the AMC, where he served as the organization’s second Director.
    Mr. Russo earned his Bachelor’s of Business Administration degree from Baruch College in New York with a major in Human Resource (HR) Management and minor in Law.  He also completed 44 credits towards his Juris Doctor (J.D.) degree from Brooklyn Law School.  Mr. Russo is a 2011 graduate of the VA’s Senior Executive Service Corporate Development Program (SESCDP) and was certified by OPM in December 2011.

<p>In January 2021, Mr. Christopher Parker was appointed as the Associate
Executive Director of the Strategic Acquisition Center (SAC), Department
of Veterans Affairs (VA). In this role, he is the Head of the Contracting
Activity and responsible for providing guidance and oversight to a multidisciplined
organization with over 200 acquisition professionals and
support staff in Fredericksburg, VA and Frederick, MD, who manage a
portfolio of strategic contracts valued at over $340 billion. Under his leadership, the SAC strives to provide
world-class care and services for Veterans and their families by offering customer organizations innovative
acquisition and business solutions for critical supplies, equipment, and services necessary to fulfilling VA’s
mission.
</p>
<p>
	Prior to joining VA, he served in the U.S. Navy as a Supply Corps Officer, retiring as a Captain, with over
29 years of service. He was the Director of Contracting for the Navy’s Office of Special Projects, where he
supported many of the Navy’s highest priority programs. He also served as the Division Chief for Strategy

<p>Todd Hunter was appointed Deputy Executive Director, Office of Mission Support on April 23, 2023. Mr. Hunter is the principal advisor to the Executive Director for Mission Support and other key officials within the Department of Veterans Affairs and Veterans Benefits Administration on a number of activities and initiatives underway to help improve VBA’s operations including Acquisition, Administration, Facilities, and Operations, Safety, Security and Preparedness programs and policies. In this role, Mr. Hunter provides expertise in Freedom of Information Act, Privacy, Records, Procurement, Safety, Security, and Watch Operations across the enterprise to include management of 6.3 million square feet of VBA space.

James G. Leahy was appointed Executive Director, Veterans Canteen Service (VCS), Veterans Health Administration (VHA), Department of Veterans Affairs (VA) in June 2021. He is responsible for delivering the VCS benefit to 9 million Veterans enrolled in VA Healthcare. He leads the strategic direction and financial self-sustainability of this Veteran benefit, now in its ninth decade since its founding in 1946. Jean-Jacques is the Deputy Associate Executive Director at VA Office of Construction and Facilities Management, Office of Facilities Acquisition at the Department of Veterans Affairs, in Washington, DC. CFM is responsible for the planning, design, and construction of all major construction projects greater than $20 million.  In addition, CFM acquires real property for use by VA elements through the purchase of land and buildings, as well as long-term lease acquisitions. Dr. Jessica Wang-Rodriguez is the Executive Director, VA National Pathology and Laboratory Medicine Program (PLM) since November 2021. Dr. Wang-Rodriguez previously served as the Program Director, VISN 22, Pathology and Laboratory Medicine, and as the Chief of Pathology, VA San Diego Healthcare System since 2007. Dr. Wang-Rodriguez completed her Anatomic and Clinical Pathology residency and Transfusion Medicine training at University of California, San Diego (UCSD) in 1995 and is board certified in Anatomic and Clinical Pathology and Transfusion Medicine. She is also the Professor of Pathology at UCSD. She is the principal advisor to the VHA Diagnostic Services and VA Undersecretary for Health on all PLM programmatic functions. She provides oversight and guidance for VA-wide policy planning, development, and implementation of all clinical laboratory testing and to ensure timely, cost-effective, and high-quality diagnostic services. She oversees the VA National Enforcement Office which is charged with administration and enforcement of Clinical Laboratory Improvement Act 1998 (CLIA’88) and Code of Federal Regulation as delegated by the Secretary of VA and the Centers for Medicare and Medicaid Services (CMS) to ensure regulatory and accreditation compliance for VA clinical laboratories. In this role, Ms. Iveljic is responsible for the day-to-day operations of all administrative services supporting a 205-bed academic medical center; a 90-bed community living center, and six Community-Based Outpatient Clinics caring for more than 100,000 Veterans. Jeffrey F. London is the Executive Director of the Medical Disability Examination Office. He directs the world-wide disability compensation examination program and is responsible for helping veterans complete, timely and accurate examinations to support adjudication of their disability claims for service-connected disabilities. Jeff oversees all contract services and ensures that program contractors/vendors comply with policies, procedures, and directives for increased disability exam capacity, quality, and timeliness. He also establishes policies, processes, objectives, and procedures; develops financial plans; and performs organizational and other special studies necessary for successful operations.

Mr. Brent Goe assumed his current duties as the Deputy Director, RPO East, VHA, in August 2016, where he directly supports the Executive Director and Head of Contracting Activity through the management of a full range of procurement vehicles, policies, procedures, and operations for 7 Network Contracting Offices (NCOs). He leads a headquarters staff of 24 professionals to include 7 direct reports and is responsible for the operational execution, oversight, compliance, and support to all NCOs, as well as the development and management of professional development and on-the-job training programs.

Mr. Goe began his contracting career on active duty in the United States Air Force (USAF) in 1997. Following a nearly 10-year career in the USAF, he worked as a civilian contractor providing acquisition support to the General Services Administration and US Department of Labor before returning to federal service with the US Department of Labor in 2007.

Penny Nechanicky is the Department of Veterans Affairs Executive Director for Prosthetic and Sensory Aids Service (PSAS) within the Veterans Health Administration (VHA). PSAS is an integrated delivery system designed to provide medically prescribed prosthetic and sensory aids, medical devices, assistive aids, repairs and services to eligible Veterans to support their highest level of function and independence. As Executive Director, Ms. Nechanicky is responsible for the management of a $4.5 billion specific purpose fund appropriated to procure prosthetic devices, items, sensory aids and services. In addition to procurement and provision of medical items, her responsibilities include oversight and direction of benefit programs such as: Automobile Adaptive Equipment, Home Improvement and Structural Alterations (HISA) Grant, Clothing Allowance, Service Dog/Guide Dog Veterinary Health Care, and close collaboration with Orthotic and Prosthetic Services.

As a clinician, she has had extensive experience in the field of Blind Rehabilitation with medical/rehabilitation social work emphasis. She served as Chief, Blind Rehabilitation Center in Augusta, GA, where she also successfully researched and activated a new Blind Rehabilitation Center in 1996. In 2000, she was appointed as Chief, Blind Rehabilitation Center at VA Connecticut, where she led her team to receive the first ever awarded CARF-accreditation for Blind Rehabilitation. Following this, Ms.
Nechanicky served in several progressive leadership roles focused on operations at both the medical center and VISN level. As Network Service Line Director for Sensory and Physical Rehabilitation (2004- 2011) in VISN 1, Ms. Nechanicky supervised the integrated service line including Physical Therapy, Occupational Therapy, Kinesiotherapy, Recreation Therapy, Blind Rehabilitation, Audiology, Speech Pathology and Prosthetic and Sensory Aids Service.

Ms. Nechanicky received her Bachelor of Social Work from Moravian College in Bethlehem, PA and her Master of Social Work from Temple University in Philadelphia, PA. She is also a 1997 graduate of Leadership VA and a 2004 graduate of VHA’s Executive Career Field.

	As the National Director of Quality, Safety, and Education for Diagnostic Services in VHA Central Office Ms. Barry works closely with all VHA diagnostic services and initiatives, including the National Radiology, Teleradiology, Nuclear Medicine, and Pathology and Laboratory Medicine Programs. Ms. Barry currently co-leads the national enterprise imaging initiative and serves as the Administrative Director of the Clinical Services Leadership Institute.

VA’s GPD program administers hundreds of federal grants to community-based agencies who then provide residential services to homeless Veterans. Ms. Barry has a master’s degree in social work from Florida State University, is a licensed clinical social worker, and a graduate of the excellence in government fellows’ program. Ms. Barry began her VA career in 2009 and worked as a clinical social worker in a variety of areas at a VA facility for several years prior to joining VHA Central Office.

Mr. McCune has 25 years’ experience leading software delivery teams – in both private and public sectors. In private industry, Mr. McCune worked for a software company where he implemented Agile and led development teams releasing commercial healthcare software. Mr. McCune transitioned to VA in 2010 when he joined the Financial Services Center (FSC). During his 8-year tenure at FSC, Mr. McCune served as a thought leader in Software Engineering and IT Program Management as well as IT innovation as he worked to introduce new methodologies, tools and practices including Agile, Portfolio/Program Management, Low-code/no-code platforms, and Digital Centers. Using principles of Lean, Agile, and Speed to Market, Mr. McCune increased project velocity and capacity while, at the same time, reducing cost. He played many roles including Development Manager, Project Manager, Division Chief, and IT Director. While at the FSC, Mr. McCune launched three new organizations: Lean Six Sigma Process Improvement Division, A Software Development Division, and PMO as a service. Most recently, Mr. McCune drove VA’s DevOps and Product Management transformation to achieve better business outcomes, shorter cycle times, and improved quality. Under his leadership, cycle times were reduced by 32x while simultaneously improving reliability by 50%. Dan has also been a key leader in VA’s large system integration efforts: EHRM, FMBT, and Supply Chain Modernization.

Luwanda F. Jones serves as a senior executive for the Department of Veterans Affairs (VA) as the Deputy Chief Information Officer for the Office of Strategic Sourcing in the Office of Information and Technology (OIT). As the Deputy Chief Information Officer for Strategic Sourcing, she supports OIT and the Department by providing executive oversight and leadership for developing plans and processes necessary to control, optimize, and leverage the volume of acquisition actions associated with the Department’s IT/ IT-related needs and requirements. She provides IT acquisition policy, plans, and guidelines for all IT acquisitions valued at over $6.5 billion annually. Harvey has served his country for more than three decades, both in the military

shores of the Panama Canal. After retiring as a Lieutenant Colonel, Harvey

o°ce’s outmoded travel policies, programs, contracts, and billion dollar station
and housing allowances. He joined ORMDI in 2015 where he capitalizes upon
his military experience ‘to lead from the front,’ and to promote an esprit de

As a native of the “Great State of Philadelphia,” Harvey is a lifelong Eagles football
fan and a devotee of the American principles of life, liberty, and the pursuit of

University in Maryland, and they currently enjoy life close to their daughter Sierra

Marvin Rydberg is the Executive Director, Operations, Oncology and Precision Medicine in the Veterans Health Administration (VHA). As the Executive Director, Mr. Rydberg leads the strategic planning, contracting, fiscal operations, and logistics for the operational implementation of precision medicine and oncology programs to include VA Cancer Moonshot initiatives. In this innovative and quickly evolving environment Mr. Rydberg works closely with industry and VA system leaders to execute cutting edge programs providing the highest quality care for Veterans. Mr. Rydberg is an OIF Veteran and served in both the Army and the Marine Corps. Mr. Rydberg began his career at VA as a volunteer and later as a Presidential Management Fellow. Mr. Williams serves as the Deputy Executive Director for the VHA Office of Healthcare Transformation (OHT). Spencer Roberts was selected on February 26, 2023, as the Executive Director, Logistics, following his tenure with the United States Navy as Director, Medical Logistics Programs and Policy for the Bureau of Medicine and Surgery (BUMED) in Falls Church, VA.
</p>
<p>
As Executive Director, Logistics, Mr. Roberts oversees operations that provide a full range of supply chain management services to all customers of the VA as well as other agencies. Espousing our VHA standards and values, Mr. Roberts drives the purchasing of high-quality, cost-effective healthcare products and services by working with procurement partners to standardize healthcare supplies, equipment, and services through aggressive contracting, and by monitoring logistics data.
</p>
<p>
With his more than 30 years’ experience in both public and private Medical Supply Chain, Mr. Roberts is committed to providing highly skilled analysis and exemplary customer-focused leadership encompassing a wide range of large-scale business and technology-enabled transformation, improvement, and redesign projects.
</p>
<p>
As Director, Logistics Policy and Programs for the Navy (Bureau of Medicine and Surgery), he was the key advisor to the Director, Deputy Chief of Fleet Support and Logistics, Navy Surgeon General, and other Navy and Department of Defense (DoD) agencies on all aspects of Naval Medical Logistics. Mr. Roberts was recognized for his efforts with a Navy Meritorious Civilian Service Award for leading Navy Medical supply chain during the most recent COVID-19 pandemic. Major efforts during his time with the Navy included transitioning efforts from
Navy Medicine to the Defense Health Agency (DHA), successfully transferring over $1.2B – 200,000 pieces of property - to DHA including all relevant financial transactions by the end of FY22. Previously, Mr. Roberts serving as VHA’s Director of the Commodities Program Office.

<p>
Mr. Roberts is a member of the Association for Healthcare Resource and Material Management (AHRMM) and is a certified Project Management Professional (PMP) from Project Management Institute (PMI). He received his Bachelor of Science, Accounting and Information Systems from the University of Maryland, University College, Adelphi, MD in 1994.
</p>

Dr. Paul Tibbits has  35+ years’ experience leading change management, process re-engineering, and     IT initiatives that support Federal health care programs. He developed and implemented two worldwide medical record systems in the Department of Defense, restructured IT management, and regularly represented IT projects to senior government and private sector executives and Congress. Among them was the first and largest change management program in support of DOD’s first and largest  medical      IT program.

In December 2006, Dr. Tibbits began his career with the Department of Veterans Affairs where he served as Deputy Chief Information Officer for Enterprise Development, Deputy Chief Information Officer for Architecture, Strategy, and Design, and Program Executive Officer for the Financial Management Business Transformation Program, prior to his current position.

He currently serves are Executive Director for the OIT Office of Technical Integration. Dr. Tibbits is board certified in Internal Medicine and Cardiology and is a Fellow of the American College of Cardiology. Dr. Tibbits is a Veteran, having served 26 years in the US Navy, and was qualified in Undersea Medicine. He was a member of the Navy Acquisition Corps and was a Defense Acquisition Workforce Improvement Act trained acquisition professional.

Dr. Brennan is Executive Director for the Office of Construction and Facilities Management (CFM) at the Department of Veterans Affairs (VA). CFM plans, designs, constructs, and leases facilities for the Veterans Health Administration, our nation’s largest integrated health care system, the Veterans Benefits Administration, and the National Cemetery Administration. He is responsible for planning, design, and construction of major construction projects greater than $20 million, and acquires real property for VA elements through the purchase of land and buildings, as well as long-term lease acquisitions. CFM executes construction and real property programs to provide Veterans with high quality buildings, additions, large scale renovations, and structural enhancements. Dr. Brennan also manages the crucial areas of facility sustainability, seismic corrections, physical security, and historic preservation of VA’s facilities. Replacement plant value of VA facilities exceeds $87 billion, with new construction and major improvements approaching $2 billion per year.
</p>
<p>
Dr. Brennan is a retired Colonel, U.S. Army Medical Service Corps serving in multiple senior health facility planning, design and construction positions over his 27-year active duty career. Between 2013 and 2019 he consolidated leadership of all Army health facility capital investment and operations and maintenance programs by serving simultaneously as Commander, U.S. Army Health Facility Planning Agency; Director of Facilities – G9, U.S. Army Medical Command; and as the Army Surgeon General’s Health Facility Planning Consultant. He is a Veteran of Operation Iraqi Freedom with awards and decorations including the Legion of Merit (3 awards), Bronze Star, Combat Action Badge, Parachutist Badge, Expert Field Medical Badge, Army Staff Badge, and Order of Military Medical Merit among numerous others. Dr. Brennan is a native of Kirkland, Illinois. He holds Doctor of Philosophy in Architecture, Master of Science in Civil Engineering, and Master of Architecture degrees from the University of Illinois Urbana-Champaign; a Master of Strategic Studies from the U.S. Army War College in Carlisle, PA; and a Bachelor of Architecture from the University of Notre Dame. Dr. Brennan is a licensed architect in the State of Illinois, in the District of Columbia and is certified by the National Council on Architecture Registration Boards (NCARB). He is affiliated with the American Institute of Architects (AIA), American Society for Healthcare Engineering (ASHE), the Society of American Military Engineers (SAME), Veterans of Foreign Wars (VFW), and the American Legion.

Arveice M. Washington has over 20 years of experience in multiple career fields including Small Business, Program Management and Business & Financial Management. In April 2018, Ms. Washington began serving as the Deputy Director for The Department of the Navy’s Office of Small Business Programs. In this capacity, she is responsible for small business acquisition policy and strategic initiatives.
</p>
<p>
Ms. Washington’s previous experience includes serving as the Director of Acquisition and Contracts for the Naval Sea Systems (NAVSEA)
Command Program Executive Office for Submarines. In this capacity, she was responsible for directing, prioritizing and coordinating all acquisition initiatives across Team Submarine.
</p>
<p>
From 2009 to 2016, Ms. Washington assumed the duties as the Team Submarine Enterprise Wide Contractor Support Services (EWCSS) Manager. She was the Subject Matter Expert for all matters pertaining to management responsibilities for five support services contracts totaling execution of over $125 million annually and oversight of 600 contractors. As the Contracting Officer Representative (COR) for the EWCSS contracts, Ms. Washington was responsible for cradle to grave requirements generation, contract award and post-award execution.

<p>
Prior to her position as the EWCSS Manager, Ms. Washington served as the Business and Financial Manager from 2007 to 2009 for the Undersea Warfare Defensive Systems Program Office. Responsible for the management and execution of over $100 million Total Obligation Authority, Ms. Washington's expert knowledge of the DOD 5000 and Program Acquisition Life Cycle process led to a successful Milestone B for the Next Generation Countermeasure and successful Gate 3 review for the Anti-Torpedo Torpedo Defensive System.
</p>

From 2000 to 2007, Ms. Washington worked for industry supporting various NAVSEA organizations. Her financial management knowledge coupled with her program management expertise led her through various positions including Financial Manager, Acquisition Manager and ultimately Program Manager.
</p>
<p>
Ms. Washington has held various leadership roles in Team Submarine including serving as the Navy Enterprise Resource Planning Site Implementation Lead and the COR Certification Manager responsible for serving as the on-site Subject Matter Expert for all COR related responsibilities. In addition, Ms. Washington completed a nine-month career development opportunity in the Department of Navy’s Office of Small Business Programs where she was responsible for developing Small Business Advocate training for Deputy Program Manager’s (DPM). All DPM’s across the Department were required to complete this training. As a result of her efforts, Ms. Washington was awarded the 2017 Oreta B. Stinson, Small Business Advocate, Department of the Navy, Acquisition Excellence Award.

Ms. Washington's formal education and training include a Master’s in Business Administration, a Master’s in Financial Management, the Small Business Professional Credential, as well as a certification in Program Management and Financial Management.

Mr. Shannon Jackson was appointed as the Director of the U.S. Department of Health and Human Services (HHS) Office of Small and Disadvantaged Business Utilization (OSDBU) in November 2021. Mr. Jackson is responsible for implementing the Department’s small business procurement programs across the HHS portfolio valued at $9.4 billion in procurements, awarding contracts each year to small businesses. 
</p>

Mr. Jackson comes to HHS with a wealth of experience and is joining us from the Department of Defense (DoD) Office of Small Business Programs (OSBP) where he served in various roles to include Acting Director of OSBP, Deputy Director of OSBP, and Associate Director for the DoD Mentor Protégé Program and Senior Advisor to the Director of the DoD OSBP. Mr. Jackson has served over 29 years in the federal government and has held various leadership positions throughout his career, to include his military service retiring at the rank of Lieutenant Colonel in the U.S. Army. Mr. Jackson led a network of 700 full- and part-time small business professionals across the DoD. Noteworthy is that the work of DOD’s small business workforce results in more than $50 billion in prime contract spending on contracts to small businesses and over $40 billion in subcontract spending for small businesses annually.

Mr. Jackson began his acquisition career with the U.S. Army successfully. He was certified as a Defense Acquisition Workforce Improvement Act (DAWIA) Program Manager Level III and Level II Contracting. Mr. Jackson has completed several executive level training courses in leadership throughout his career to include certifications from the University of Chicago and Massachusetts Institute of Technology (MIT). He holds an undergraduate degree in history from Virginia State University, a master’s degree in business administration from Nichols College and a master’s degree in procurement and acquisition from Webster University.
