Company Opportunities

HCSC seeks to establish relationships with small businesses with a proven track record in Federal contracts related to the NAICS, capabilities, and socioeconomic designations outlined below. This session is in support of and will add greater context to Notice 36C10B22Q0300; IN650, Enterprise Learning Management System (ELMS) (VA-22-00056495). 

The mission of the Department of VA Human Capital Services Center (HCSC) is to provide a delightful customer experience and engage VA employees with products and services that will enable them to become role models in serving Veterans and their families.  To deliver on this mission, HCSC strives to provide high quality, effective, and efficient Information Technology (IT) services to those employees.  The VA depends on IT systems to meet mission goals; one of those goals is to implement a new enterprise learning management solution.  The anticipated VA Enterprise Learning Management Solution (ELMS) shall include a comprehensive, modernized, and intuitive set of tools to support employees and other workforce members in their individual development planning, succession management, career development, competency assessment, skills acquisition, and training goals.  Any new ELMS will replace the current solution (i.e., Talent Management System (TMS)), integrate with VA’s other human capital management and business solutions and serve as an authoritative data source to facilitate data management and data sharing across the Department.  


The goal of this Virtual Industry Day is to provide Industry with the latest information relative to the VA’s proposed ELMS acquisition; and obtain Industry’s insights and ideas as to how VA can achieve its goals and draft technical requirements as captured within the Preliminary Draft Performance Work Statement (PWS).  The draft PWS can be found at SAM.gov under Notice 36C10B22Q0300 (https://sam.gov/opp/df5bf989732944cb86049f41cbdd30a3/view).  


This event is for informational purposes, only; it is not a guarantee that a formal solicitation will be issued in the future relative to ELMS. You will not be entitled to payment for direct or indirect costs that you incur in preparing for, attending, or submitting questions in response to this Industry Day Event. Your attendance does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort.  All Government information provided is subject to change; please refer to any final solicitation released for each of the Government’s firm requirements.

While the Government does not guarantee that responses will be provided, it will extend its best efforts to do so within fourteen (14) business days of the closing date for questions. A consolidated list of questions and answers will be posted to SAM.gov  under Notice 36C10B22Q0300.  Any questions and Government answers will be provided to all attendees; therefore, please do not include any proprietary and/or otherwise confidential or sensitive information in your request(s) for response. Prospective Offerors will have the opportunity to pose specific questions relative to the Government’s firm requirements, for Government-response, once/if a solicitation is formally released.
